Central government transformation spend and NHS programme delivery dominated June. Here is the pipeline and who is commissioning.

The Month in One Line

June was the month Cabinet Office released Q1 2026-27 spend data confirming management consultancy is back at 2019 levels — and the NHS is the fastest-growing commissioner.

What Moved in June

NHS programme delivery: NHS England published its largest single programme management framework since 2021 in June — the NHS Transformation Delivery Partner Framework (TDPF), estimated value £2.4bn over 4 years. Lots cover systems transformation, clinical programme delivery, workforce, finance, and digital. ITT closed 27 June. Award expected October 2026.

Central government transformation: Cabinet Office's Government Digital and Data (GDD) portfolio published three significant transformation delivery notices in June. HMRC's Making Tax Digital Phase 4 programme delivery (£180m, 5-year term) and DWP's Universal Credit Enhancement Programme (£140m) were the largest.

Local government transformation: the sector-led improvement programme published 22 transformation and capacity building procurement notices in June, driven by local government reorganisation and efficiency requirements.

Infrastructure programme management: National Highways and Network Rail both published programme controls and portfolio management consultancy notices in June with combined estimated value of £340m.

Who Is Buying Right Now

  • NHS England and ICBs: the TDPF framework dominates the mid-size consulting market for the next 4 years. Firms not on TDPF will need G-Cloud, DOS, or direct award routes for NHS transformation work.
  • Cabinet Office and CDDO: central government digital transformation is concentrated in Cabinet Office, DSIT, and CDDO. All had active procurement in June.
  • Mayoral Combined Authorities: devolution deals are creating new programme management demand in combined authorities. Six MCA areas published programme delivery notices in June.

Forward Signals for July

Crown Commercial Service Management Consultancy 4 (MC4) publishes ITT in July. This is the successor to MC3 and will be the primary route to central government management consultancy spend from 2027. Apply now.
