Leisure centre management: eleven councils published leisure centre management procurement in June, the largest single-month total since 2018. The driver: most 5-year operator agreements extended in 2020 expired in 2025, and councils delayed re-procurement through 2025 while operator finances were uncertain. GLL, Everyone Active, and Parkwood Leisure were the incumbent operators most frequently facing re-procurement.
Swimming pools decarbonisation: Sport England's Swimming Pool Support Fund (Phase 3) published in June, with £32m available for energy efficiency improvements to council-run pools. This triggers design and build procurement for heat pump installation, solar PV, and LED lighting in 60+ pools.
Parks and greenspace maintenance: fourteen councils published grounds maintenance and parks services contracts in June. Average contract value: £2.1m over 5 years. The combined authority park management model (pooling provision across districts) is being tested in three areas.
Active travel infrastructure: following Active Travel England's third round of funding, 22 councils published walking and cycling infrastructure procurement in June. Value range: £800k to £4.2m per authority.
Who Is Buying Right Now
- Metropolitan and unitary councils: leisure centre management re-procurement is concentrated in urban authorities where GLL and Everyone Active hold multiple site agreements.
- District councils: parks and grounds maintenance is primarily a district council procurement. 31 districts had active notices in June.
- Combined Authorities: active travel infrastructure procurement is being led by mayoral combined authorities using devolved transport budgets.
Forward Signals for July
Sport England's Active Places Fund (2026-27 round) opens for applications in July. Facilities receiving fund allocations will procure construction and refurbishment services in Q3-Q4.
