HMPPS's supply chain reform programme produced its first major procurement events in June, with electronic monitoring and through-the-gate support services dominating the market.
What Moved in June
Electronic monitoring: the HMPPS Electronic Monitoring 2 contract (EM2) published its re-procurement in June. The current Serco/G4S arrangement expires December 2027. The new procurement splits the contract into device supply, monitoring centre operations, and field services lots for the first time — creating genuine SME entry points in field services. Estimated total value: £1.2bn over 8 years.
Through-the-gate support: HMPPS published its new Through the Gate Support Services framework in June, covering resettlement, housing, employment, and substance misuse support. The framework has 12 regional lots, each open to VCS and SME providers. Estimated annual value: £280m.
Probation supply chain: the Probation Service's Commissioned Rehabilitative Services (CRS) framework came up for renewal in June. Personal wellbeing, accommodation, employment skills, and finance support are the lot areas. Spot purchasing and block contract lots both available.
Prison education: Novus and Milton Keynes College both had contracts that reached natural expiry in June. Eight prisons published education service procurement, with digital skills and functional skills as the dominant specifications.
Who Is Buying Right Now
- HMPPS Regional Probation Directors: all 11 regional directors are in active CRS procurement. The framework structure means VCS providers can enter at local level without national scale.
- Prison governors: education, employment support, and mental health provision are the dominant governor-commissioned services.
- Youth Custody Service: three secure training centres published rehabilitation and education procurement in June.

Justice Select Committee report on probation reform publishes in July. Recommendations will shape HMPPS commissioning strategy for the next 3 years — watch for signals on VCS involvement and co-commissioning models.
