Who Is Buying Right Now
- London boroughs: 19 of 32 London boroughs had active housing and homelessness procurement in June. Temporary accommodation, floating support, and rough sleeping services are the primary categories.
- District councils: the new homelessness prevention duty guidance (effective April 2026) is producing a wave of prevention commissioning in district councils that previously had minimal housing support services.
- Registered providers: housing associations with supported housing portfolios are renewing support service contracts ahead of the Social Housing Regulation Act compliance deadlines.

MHCLG's single homelessness accommodation programme (SHAP) Phase 3 publishes commissioning guidance in July. This is capital and revenue funding for new supported housing development — a major commissioning event for housing providers and support service organisations.
