June 2026 was the month Warm Homes Plan Wave 3 stopped being a promise and started being a procurement event.
What Moved in June
Warm Homes Social Housing Fund Wave 3 allocations were confirmed for 47 registered social landlords across England, releasing an estimated £380m in retrofit and decarbonisation works. The first ITTs are expected on Find-a-Tender before the end of July. Contractors without an existing RSL relationship are already too late for Wave 3 — the pre-qualification window closed in most cases when the allocations were announced.
ECO4 Flex continued at pace. Seventeen local authorities used the Flex mechanism in June to channel ECO4 funding into area-based schemes, with Oldham, Barnsley, and Thanet publishing the largest individual programmes.
Solar PV on public estates produced three significant awards: Nottingham City Council (rooftop solar across 14 leisure and civic buildings, £2.1m), NHS Cornwall Foundation Trust (combined solar and battery, £1.4m), and City of York Council (community energy solar, £900k).
EV charging infrastructure saw its busiest June on record. The OZEV Local EV Infrastructure (LEVI) Fund Round 3 funded 22 new council-led chargepoint programmes. Installers on Lot 2 of the YPO EV framework reported being contacted by 11 new councils in June alone.
Who Is Buying Right Now
- Housing associations with Wave 3 allocations are the primary buyers for July–September. The 47 confirmed RSLs cover approximately 310,000 homes. Heating system upgrades, insulation, solar PV, and ASHP are the dominant measure types.
- NHS Trusts are procuring emergency decarbonisation works ahead of the NHS Net Zero supplier roadmap deadline in Q3. Four trusts published heat pump procurement notices in June.
- Combined Authorities — Greater Manchester, West Yorkshire, and West Midlands — are all running or about to run local retrofit supply chain DPS frameworks.
Forward Signals for July
The Homes England Retrofit Accelerator programme publishes its next contractor intake in the second week of July. Places are limited to 80 contractors nationally. Registrations close 18 July.
The Crown Commercial Service is finalising the Lot structure for its new Energy Management Services framework (replaces RM3826). An industry consultation closed 27 June; award is expected Q4 2026.
